A good thread with good questions from James.

My experience from both sides of the fence is that risk based funding is hard for HMT to support. Grants are already a tricky process with massive overheads for funders and applicants alike.

And providing commercial funding is just too painful
I've been thinking about the way we scale (or often fail to scale) innovations in the public sector. Would be interested in views. Particularly interested in finance mechanisms. 1/n
