I respectfully disagree. While the constitution doesn't mention the Speaker having to be a member. The Speaker performs various legislative functions that other House officers (such as the Sergeant at Arms and the Clerk) do not perform.

Segregationist Herman Tallmadge, governor from '47 to '55 and then a Senator until 1981 made a name for himself by refusing to "apologize for being a white man."
