If you gaslight an Eevee into thinking it's friends with you will that still be a qualifier for it's evolution potential, even if it's not really a friendship? Do insecure Eevees never have the capacity to evolve into certain pokemon?

Owls don't have the same muscular advantage most mammals do in regards to their tongue, in fact, I believe it was cruel to even ask Mr. Owl "how many licks it would take to get to the center of a tootsie pop?" That kid deserved his candy to be eaten in front of him for his insensitive teasing.
