This has nothing to do with out (stupid) new government and is affecting the whole arms industry, not just Ukraines suppliers.
The reason has been the absurd negative label for the arms industry in the various ESG policies of the (foreign) companies owning local banks.

Czech banks are closing accounts and denying services to small arms manufacturers and related individuals because their business involves supplying weapons to Ukraine. Even relative say their personal accounts were shut, and some firms struggled to open accounts for pro‑Ukraine charities.
