Um, didn't the administration purge all the departments, especially the ones that could "pull off this conspiracy"? That would make this person part of the deep state...

What?!?! The EPA has drafted a plan to eliminate all pollution controls from coal and gas-fired power plants. The agency claims these plants “do not contribute significantly” to dangerous pollution or climate change, arguing their emissions are a small and declining share of global totals.
