The choice of where / what to tax is absolutely a political choice.

I personally really like the kind of things Jaime Lerner did in Curitiba, with regulations that gave a big boost to outcomes, and pragmatism over dogma.

eg Start by designing a tax system that works for eg Brazil, then improve it!
This is an absolute non story. What's happening to our supposed impartial broadcasters?

A government makes choices on what the country needs, what needs funding. From this they calculate how much revenue they need to fund this.

Don't you think we need fiscal headroom?

Don't tax wealth. Tax spending wealth on harmful things (like buying land, which they basically stopped making a while ago).

Mrs Thatcher missed the mark with the Community Charge, but her legacy means people usually think it's Council Tax that needs putting up.
She lost the battle and kind of won the war, there.

I don't know how the likes of Jaime Lerner would solve this, but Thatcher's plan B isn't it.

I wonder what the chancellor plans to put in that red box, and what the populace think of it.

There's the kind of left wing that would fund a basic universal income from a tax on pollution, and then there's the Overton-flavoured left wing that dislikes socialism less than it dislikes fascism.

Overproduction of infrastructure equipment?

The original railway boom had that in spades. And barrows. And bullhead chairs.

The other similarity is that you can overproduce electricity but, like transport, you can't store what you make and sell your inventory later. Batteries just aren't that big.
What is like the railways? The solar installed (anywhere in the world) that will produce energy for decades, or the highly subsidised Chinese factories that produce solar panels and sell them at no margin?
