Undoubtedly true, but the ultimate goal is just to increase the deportation throughput, not to build legitimacy with the circuit courts. The process is itself the punishment in this new system.

Oh yes, 100%. They will absolutely use this to only hear appeals of cases where ICE lost and summarily refuse to hear appeals where ICE won. I have not a single doubt in my body that this is the plan.

The Trump admin is ALSO changing the rules so that rather than 30 days to file a Notice of Appeal, people will now only have 10 days (in most cases).
That's just 10 days to find $1,000 and appellate counsel for an appeal the government says it will likely automatically deny!
