Designing a game in which it's legally acceptable to murder any member of a sentient race because they are all somehow "evil" is a political choice.

TTRPGs are like Haiku.
They give structure to create with.
A good game will give you just enough rules to follow "5, 7, 5" and just step back. You don't need this structure to write poetry, and you don't need a ttrpg to play pretend or write a story, but it makes it easier/interesting to do so.
