This is a Willow Ptarmigan, not Rock Ptarmigan. They are very similar so here are two ways to tell - Rock Ptarmigans maintain a black eyeline in their winter plumage. Second - vocalization. Compare them on sites like eBird or Xeno-Canto. Willow is silly, Rock is a croaky "ahhhhh". Love both <3
