Aside from this being incorrect - the underlying rule on sovereignty and statehood is the Montevideo Convention, which doesn’t imply defence capabilities - this is illuminating on what is now pseudo-official U.S. policy: any territory you cannot defend is fair game for someone else

Is it totally stupid to think seducing Jessie might be a good idea? Would that force her to drop the Stephen theory? Stephen could also weave in that perhaps Jessie is in fact bluffing and she is the second Traitor in the library / Ross thing?
