Y'all don't understand how fast experienced farm workers are.
The average tomato picker pulls 650lbs per hour.
At $20/hr, that's $0.03/lb for labor.

If the goal was to stop "illegal imigration" the answer is simple. Stop hiring them and arrest anyone who does.
If we invest in improvements to their countries it would be much cheaper than the money spent incarcerating them.
