The Maryland Council of Safety, to be precise about the name

OH HEY
Jan. 29, 1776: The Maryland Safety Council seeks information on the water depth in Baltimore's harbor and the best means for fortifying it. A logical strongpoint will prove to be Whetstone Point, where a battery will be erected. It’s the future site of Fort McHenry of “Star-Spangled Banner” fame.

How many rooms on Earth do you think have ever contained Pete Alonso and John Waters even at different times?
