Absent explicit legal status for FPIC, binding benefit-sharing and adequate resourcing, the Victorian Access Regime risks repeating historic patterns of extractive development that exclude First Nations people.

There are solutions.

When temperatures rise and it's forecasted 40C, prepaid meters can be programmed to prevent disconnection in that window.

That would avoid and mitigate some of the worst harms that we're seeing of prepayment during extreme temperatures.

Prepayment electricity reform is critically needed.

Prepayment systems are either voluntary, the default option or mandated in many regions with large First Nations populations including the Northern Territory, Western Australia, Queensland and South Australia.

No one should be left behind in the clean energy transition.

There are about 65,000 customers like Mr Kunoth and Ms Peters who are on government prepaid power plans mandated in locations with significant First Nations populations in the Northern Territory, Western Australia, Far North Queensland and South Australia.
