And IMO this comes from white people wanting to downplay how much anti-Black racism shapes Black people's lives.

I think “Black excellence” is respectability politics rebranded to make us feel good and keep us in line. Measuring ourselves against white mediocrity is still playing into white supremacy. Our humanity shouldn't depend on how well we can outperform a system designed to undermine us.
