전에 어느 중국 사업가가, 비민주국가에서 정부의 정당성은 유능함에서 온다고 한 적이 있었다. 중국 공무원들은 모두가 바닥에서 시작해 한 단계씩 올라가며 능력을 검증한다면서 "미안하지만 오바마도 중국에서라면 현령보다 높게 올라가지 못했을 것"이라 했었다. 그 모든 말과 전제에 완전히 동의하지는 못하겠지만 지난 1~2년간 모든 분야에서 중국 정부의 기능적 처신을 보면 놀랍고, 같은 기간의 미국을 보면 선거를 통한 정당성이 과연 무엇을 담보하는지 회의가 든다.
