Is it possible that ICE tampered with video? Of course.

BUT, I can also tell you from experience that most of the prisons, jails, and holding facilities in this country are horribly maintained, and equipment is often broken.

Let's see if an IT expert can recover it.
An interesting tidbit in the joint status report filed in the Broadview ICE facility case today:

ICE says video from inside the facility "between October 19, 2025, and October 31, 2025, has been irretrievably destroyed" and can't be produced in discovery.

The request came after the administration said it was working to release the benefits, suggesting the money was going to be dispersed.
