I'm pretty sure that this is now also the official title of the pandemic playbook (assuming one still exists...).

The government oversold the benefits of the vaccines so you'd go back to normal and do all the maskless stuff that stimulates the economy. Vaccines don't stop you from getting Covid/ Long Covid, and Covid is nothing like the flu. The only way to stay safe right now is to wear a mask (N95/KN95).
