Republicans wanted the story of the day to be the reopening of the government. But Mike Johnson is the one who decided to keep the House adjourned so the Epstein petition would be signed on the same day. He chose to make that the lead story today, nobody else. Brilliant strategy.

the truth is, I have no idea -- and several states, in fact, did not have any idea -- how this guidance would be implemented and what it would mean in practice. which is the problem, of course. it creates only more confusion around a program in serious trouble.
