I couldn't (and still can't) set up one ribbon at the top, one at the bottom, with exactly the features I regularly use.
That, and it took up too much vertical space right at the moment that monitors were trading vertical space for horizontal space.

My main issue at the time was that I'd tamed the toolbars and customized it to have what I needed most, only one mouse movement away, and what I needed rarely, if at all, was removed from the toolbars.
With the ribbon, even if I knew which ribbon I needed, it was move, click, move.
