Turn based tactical games sin, not let position my squad in the mission, assigning where they are automatically, awful situatin when you have to defend a house under attack and dont know where your characters will be positioned so you start with them all fuck up.

City Noire ttrpg stealth system is working diceless, with players starting each turn with a system pool they will spend each time they make an action and replenish a little when they end their turn hidden, they can also make actions to generate more stealth, so they need to balance their actions...
