Democracy can feel tiresome, boring, frustrating. It is all about constantly negotiating and re-negotiating conflicting interests and sensibilities. Not exactly the most rousing stuff. But it is the day-to-day implementation of the grandest and noblest of ideas: That all people are equal.

That is why Reconstruction is such a key historical reference. America’s first attempt at biracial democracy was quickly drowned in ostensibly “race-neutral” laws and escalating white reactionary violence. It took a century to get the country back to that level of democracy.

The actual takeaway from Amwerica’s historical experience is that we must not assume directionality in history at all. There is no arc, and there definitely is no ironclad law of the universe that says “We” can’t slide back – or slide forward into a new kind of authoritarianism.

But America did not reach a consensus about what this nation should be in the 1960s. The forces who rejected the vision of egalitarian pluralism, they were not confined and condemned to an existence on the fringes of society. They have engaged in a comprehensive counter-mobilization.

I think it is fair to say that those who passed the civil rights legislation intended it to be a definitive answer to the question of whether or not the United States was supposed to be a pluralistic democracy at all: They sought to take that question off the table.

A hierarchical ethno-state dominated by white Christians or a pluralistic democracy with egalitarian aspirations? That conflict was not resolved in 1776. It wasn’t settled in 1865. Unfortunately, the passing of the Civil Rights Act in 1964 didn’t usher in democratic consensus either.

There is absolutely nothing old or consolidated about *multiracial, pluralistic democracy* in America. It only started 60 years ago.

And the conflict over whether or not it should be allowed to endure and prosper has been the central fault line in U.S. politics ever since.
