So here is the plan: I'll use this space to share thoughts on customs law, international trade, and (now and then) export controls. That's what I have done for work for more than 30 years. If 2016-2020 taught me anything, it is that the next four years are going to be bonkers.

This resolution from @meeks.house.gov @neal.house.gov @repricklarsen.bsky.social, which I cosponsored, has privilege on the House floor.

We are going to force House Republicans to vote on Trump's crazy tariffs and the destruction they are unleashing on our economy.
House Democrats just formally introduced our joint resolution to terminate Trump's April 2nd declaration of emergency, which would eliminate the tariffs he announced last Wednesday.

The tariffs to address the declared national emergencies with respect to fentanyl and illegal immigration have run into their first legislative challenge. A group of House Democrats have introduced a resolution to terminate the emergencies and, therefore, remove the authorization for the tariffs.

What are the "little disturbance" the President thinks we will see from his tariff policies? He is talking like it will be a speed bump to avoid saying inflation and foreign retaliation making exports difficult.

Great insights on de minimis shipments from latest @chadbown.bsky.social Trade Talks podcast. Data shows the potential loss of de minimis, which is combined with existing 301 duties and the new 10% IEEPA duty (which may go to 20%), would largely hit the wallets of poorer Americans.

No immediate reciprocal tariffs. Probably would be impossible for ITC and CBP to implement. Commerce and USTR will calculate the rates, apparently on a country/product basis taking into consideration duties, taxes, fees, and other barriers to U.S. imports.

Be on the lookout for an announcement of "reciprocal tariffs." The hope is that is announces a study or staged implementation because this will require a massive investment in ACE programming to accommodate rates at the HTSUS item that match rates imposed on U.S. products by our trading partners.
