Here’s the deal: ICE officers shouldn’t be allowed to carry firearms at all. If they find themselves in a potentially violent situation, they should retreat and call the local police to handle it.

ICE agents are not police. They have a single authority to search for undocumented persons, which isn't a crime, it's a civil violation. Their arrests are gulag style "administrative arrests" which should be illegal. It's unlawful for agents to claim to be police which should be enforced.

According to my sources, the FBI was initially open to a concurrent investigation with the MN Bureau of Criminal Apprehension (the state agency that would do this investigation).
Trumpy U.S. Attorney Daniel Rosen heard about this and intervened, barring the FBI from cooperating with local police.
