Although it didn't make it on this week's agenda, the fact that seven councilors are already on board is encouraging. The outline of the procedure in Green's resolution is a good one and it would set a good example for oversight in the new government.
Councilor Mitch Green filed a resolution December 16 seeking to launch an investigation to determine why nearly $21 million in funding collected by the Portland Housing Bureau (PHB) between 2021 and 2024 went undisclosed.

I'll post more on this over the weekend, but this is a huge development. For the first time, Portland's Council would be formally exercising its charter-given oversight responsibilities. Spoiler alert: this is exactly the right way to do it.

Today I filed a resolution intended to pursue Council oversight into the matter of the $21M that was found in the Portland Housing Bureau but not disclosed to Council ahead of budget discussions. I'm joined by @councilormorillo.bsky.social and @counciloravalos.bsky.social as co-sponsors.

My two cents on the possibility that PFA may be on track for surplus capability for resource delivery:

1. Good problem to have (it’s good to have buffer capacity so you can avoid rationing)
2. Strong affordability signal: people looking ahead will choose MultCo as a place to raise kids.

This session was cancelled last minute. I'm disappointed that a long-planned "soft" oversight work session was cancelled at the request of the Mayor / Administration and kicked out to mid-January. I think we should still have had it so we can discuss in public some of our concerns about all of this.
Portland City Council will meet today to discuss the "Homelessness to Housing Continuum."

The original idea was for it to be a venue for Mayor Wilson to talk about his homelessness plan. But per Wilson's office, it's not certain he'll show up.

(And bureau staff have been advised not to attend.)

When I campaigned for this office folks would ask me *my* plan for getting things done. I said that it’s *we* who’ll get things done. I knew @councilormorillo.bsky.social would win and that I’d be able to find ways to lend my skills to uplift her leadership. And that’s what we’ve done today.

Disagreement on policy is welcome and reasonable, but calling me a Nazi for cosponsoring an ordinance to ban price-fixing is completely unacceptable. Councilor Ryan edited his post, but did not disclose the edit and explain the nature of the substantive change, so it’s here for posterity.

I’m disappointed that we didn’t pass our amendment to redirect money from sweeps to upstream solutions like rental assistance, food assistance and immigrant and refugee support. But, I’m proud of the work that went into it and the absolute resolve in my colleague @councilormorillo.bsky.social

I was pretty upset to learn about this. I think this was a poor decision and it threatens to set us back. We need people like Director Hisserich to help us chart a path out of our high cost housing system, and actually build something that working class folks can afford. 🚩

I oppose the resumption of sweeps beginning tomorrow. They are costly, ineffective and cruel. At a time when our Federal government is literally starving our most vulnerable neighbors, we add to that by violently taking from them what little they have? My statement attached.
