Disagreement on policy is welcome and reasonable, but calling me a Nazi for cosponsoring an ordinance to ban price-fixing is completely unacceptable. Councilor Ryan edited his post, but did not disclose the edit and explain the nature of the substantive change, so it’s here for posterity.

I oppose the resumption of sweeps beginning tomorrow. They are costly, ineffective and cruel. At a time when our Federal government is literally starving our most vulnerable neighbors, we add to that by violently taking from them what little they have? My statement attached.

Portland will not bend to Trumpism. We will not be shocked into compliance with his overtly racist, and violent attacks on our most vulnerable neighbors. We must get organized and refuse to allow his authoritarianism to be normalized in our city. Use your voice, be smart and safe, and stand strong.

I’m sure my colleagues in D3 appreciate the food tourism export dollars, but once we unfetter the market with passage of my ordinance I’ll be able to get a dog in my own district.

The most recent county data shows that while total receipts are down relative to the first year of collection, the total number of filers is growing. The drop in total receipts likely represents a decline in the value of financial investments due to tight monetary policy.

In any case, the big point here is that even with the average biased toward a few high earners, the population of people leaving MultCo are not representative of those exposed to the Preschool for All tax threshold. Note the dotted line in the chart below that shows when the tax kicks in!

Here are series for average AGI per individual over time for top counties receiving those leaving Multnomah - see what's going on with Skamania in 2019 - 2020? Yeah, that's just one rich guy moving there that year. Unfortunately, the IRS data does not allow for calculation of a median.

Second, the IRS data gives you # of filings, # of individuals, and aggregate adjusted gross income. From there you can calculate a proxy for avg household or individual income for comers and goers. But, this makes the measure sensitive to outliers. You can see how noisy these data are.

The 19 "facts" report leans on a flawed measure of avg income of households leaving and coming into the county, with the suggestion that the people leaving have higher incomes than those arriving and that they're fleeing high taxes. Here's where they're going: adjacent counties with similar taxes

When comparing by states, Oregon is comparable to its neighbors and in the middle of the pack. That's important since migration tends to favor adjacent geographies, whether looking at county to county or state to state. CA has a higher effective tax rate than Oregon, while WA is lower but regressive

While the "Nineteen Facts" report claims Portland has the second highest tax burden second only to LA, considering the full set of 51 cities that the source study draws upon places us in the middle of the second quintile. Note also: we have a progressive tax structure on the whole.
