I briefly collaborated with a handful of WMATA leaders in a previous job, and while I don't think that gives me a unique or representative window into the agency, it was refreshing that everybody I interacted with there rode the system in their daily lives and had real, grounded aspirations for it.
WMATA -- the Washington DC transit agency -- adopted a new strategy a year ago, focusing on measures to improve "service frequency, reliability and security."

It worked! Ridership, customer satisfaction, & fare recovery are up.
