That said, the next Democratic president should absolutely lodge an Article 12(3) declaration with the ICC covering the entirety of the Trump administration
Withdrawing from treaties that require Senate approval to join, by executive order. It’s absurd & wildly anti-democratic that we allow this norm to persist. The deck stacked against international cooperation.

Presidentialism, & the post-WWII imperial presidency in particular, was a grave mistake.
