The cold political reality is that majority parties - by virtue of being a majority - can get away with alienating those outside their coalition. A minority party has to work to expand their coalition, and not purity-test out potential converts just because they aren't 100% on board at the time.

Musk basically gets to use our launchpads to launch Starlink, Starship, and lots of other profitable missions at Kennedy Space Center for free. This FOIA lease commits privately-owned SpaceX to no dollar amount… they just have to reimburse the government for groundskeeping.
