Today, BPS staff released their code proposal for making the Critical Energy Infrastructure Hub safer.

On first glance, it's pretty good. We didn't get everything we asked for, but the major pieces are present including a prohibition on all new liquid fuel terminals + a mandatory fuel drawdown.

Energy justice advocates in Oregon are asking for a ban on utility shutoffs until April 1, 2026, one of the longest durations of policy protections i have seen so far. This is terrific, and we need many many more states to follow suit. The ban would be universal, for all customers.

Thursday's Climate, Resilience, and Land Use Committee meeting will have a staff update on the Zenith investigation.

There will be a staff report followed by 45 minutes of public testimony.

Many key details about scope and work plans of Zenith investigations have yet to be released.

NW Natural, Zenith, and the Portland Business Alliance tried (unsuccessfully) to kill the Office of Sustainability earlier this year and are now using fossil fuel industry delay tactics -- whining about allegedly unfair process -- to try to stop the Climate Justice Plan from being adopted.

In related news, the State of Oregon and industry are both trying to use “clean fuels” policy to convince city planners not to reduce the amount of liquid fuels at the CEI Hub.

In an astounding move, they say we won’t be able to meet our greenhouse gas emission goals unless we add more fuels to hub
