ICE vehicles waste a whopping 80% of the energy in their fuel. Electric vehicles are propelled by entirely different mechanisms. Energy enters the vehicle as electricity, which directly powers the drivetrain: EVs need not convert one form of energy to another resulting in much higher efficiency.

There is a strong argument for limited PV production in Europe as an insurance policy. Interesting that the panels can be quite a bit more expensive without making the entire installation significantly more expensive.
What it'd cost for Europe to be self-sufficient in solar panels: +~20% to the cost of panels if produced from Chinese cells; +50% for European cells, +75% for European ingots and wafers. BUT even the last option is just +15-20% to the cost of utility-scale & +5% for residential.

One of the key barriers to electrification is the ratio of electricity to gas prices.

The tax rate on electricity used in industry is much higher in most European countries than the tax rate on fossil gas.
