Uniformed men begin arriving at night. Not everywhere. Just enough that everyone hears about it. People are taken without warrants or charges. The phrase used is “protective custody.” It sounds bureaucratic. The bruises don’t.

There is violence, but it’s described as controlled. Temporary. Only aimed at “dangerous elements.” Most people don’t see themselves in that category, so they accept the explanation. It’s easy to believe danger is reserved for others.
