I just googled "what is a lapdog" and this video came up.
Prime Minister Mark Carney, in a moment that I think had a lot of us treading on eggshells, gives a few remarks in the Oval Office.

He thanks Trump for his “leadership” and calls him “transformational” (which could be taken multiple ways).

Trump hears it positively, though, and gives his approval.
