In Germany the environment minister Schneider this week spoke out against moving the decision about the EU’s 2040 climate targets to the European Council. Instead he wants to keep the decision with ministers in the Environmental Council.

People seemed thrilled yesterday that the new chair of the European Council, Antonio Costa, had insisted that Council conclusions be fully adopted by civil servants before the #EUCO summit even began.

But it meant that other than Zelenskyy's visit, there was nothing new to cover on the day.
If European leaders gather for a summit and nobody covers it, did it make a sound?
The Brussels bubble is elated that 'No-Drama Costa' is streamlining Council summits and adopting conclusions beforehand. But be careful what you wish for - before long they could be missing Michel.
