The essence of the #EUCO compromise is in the annexed doc. 26/25 :
- The Reparations Loan is (indefinitely) postponed but still kept as a potential long-term option;
- In the short-term we a have direct #EU loan of 90 € billion
- Use of enhanced cooperation to do the trick

In comparison to the Commission proposal, the explicit link with the reparations loan (art. 4 on balance sheet management transactions) is deleted ... but the door to the reparations loan is left open in recital 26.

It seems the Commission aims to address Belgium's concerns and request for safeguards to some extent ... the problem is that some risks (perpection from the outside world and impact on financial markets) can simply not be guaranteed in legal texts ... To be continued at 18/12 #EUCO
