Probably a mix of both rigged and frame-by-frame animation. Many of the newer projects do look “tweened”. It depends on the vendor. Some of the Snipple artists have shared pencil tests. Sometimes, the clean up process polishes up in order to look cohesive.

I greatly enjoy the prospect of seeing Kiana's series fully animated, especially if it's in the rigged/tweened style of the shows listed as examples.
Unfortunately as someone who tried watching it bc of this, it's another case where the intro absolutely mogs the show itself. Shit's boring af, and doesn't even have this fluid hand drawn animation it's all tweened 😭

So, I found a 4 frame gif of the Mega Man run cycle (attached separately) and manually tweened it into a 8 frame gif (attached).
It's not as bad as I expected it to be but I'm sure it could have been better!
