I wonder how much of what Skem is facing is bad urban design or actually it's what most towns in the broad area have experienced and, in fact, the urban design was pretty good in that context?

Totally. I also roamed freely in Skem.....without parental anxiety.

But it's not changed that much everywhere. Plenty of pre-teens knock about their estates in Skem, and sometimes wander a bit further, without parent supervision. It's a class-oriented norm, though in Skem I do think the relatively car-free estate layouts help, for all the design faults.

Administrative boundaries have to be somewhere but, yes, I think the N-S M56 corridor from MCr makes more sense for modern travel patterns that the M65 to Preston, just as my patch (the station free Skem) aligns more obviously as branch line to a W-E corridor than North to Preston.
