Treaties that in prior eras Presidents could assume the Senate would ratity & successors wouldn't detonate are now all up in the air. Funding on an annual basis caught in a government built to shut down. Aid agencies that mitigate harm fully utterly destroyed. New policy has to be resilient to that.
