Rather than trying to get doctors to refer paying patients to Phoebe, Wernick bought their practices.

Post-read reaction: hooooooly shit. Thank God my dad's job transfer got us the fuck out of there. My mother's input is that the hospital's patient care problems were a definite issue back to the 80s and Wernick was known among the staff as a snake. She was an RN mainly in the ICU.
