Rook isn't invited to Veilguard book club meetings. They don't get a listening ear while solving everyone's problems. Easy to see that as bad writing when it's rooted in DAV's core themes.

Rook is Solas in the Evanuris war. They're Elgar'nan in the Titan war. They call the shots. Others listen.

Doesn't matter if Rook saves Treviso for thought-out strategic reasons or to win Lucanis's favour. Minrathous is toast either way. Someone had to make the call. Someone has to live with it.
