On Sunday morning, Johannesburg Water posted an update on the water supply status across various areas, but Jonker described the communication as inadequate. In a separate announcement, Johannesburg Water said it was inspecting pipelines connected to the new Brixton Tower for sand and grit. "Today, the laboratory team will conduct water quality sampling before connecting the new tower to the existing network," the entity said. Johannesburg Water anticipates that flushing operations will continue until the end of the week, although the timeline depends on the progress of sand and grit removal. News24 reached out to Johannesburg Water for further comment, but no response was received at the time of publication. Meanwhile, on Saturday, Rand Water expressed concern about persistently high water consumption in Gauteng, particularly in Johannesburg and Tshwane. After engaging with the high-consuming municipalities, Rand Water announced it would reduce water supply to these areas to stabilise the bulk water system and restore supply to affected communities.

A shocking video has emerged showing thousands of litres of contaminated water being flushed down the drain in Johannesburg, while residents battle with severe water outages. For more than two weeks, communities including Brixton, Melville, Emmarentia, and surrounding areas have struggled with dry taps, a crisis worsened by the breakdown of the water management system known as the Commando System. Emmarentia ward councillor Nicolene Jonker said residents have been without water for between five and 15 days, depending on their location within the Commando System. "In many areas, the supply is completely interrupted; in others, it returns briefly at very low pressure before cutting out again," she said. Jonker acknowledged the significant volumes of water being flushed out and said she was told this was due to pipelines linked to the new Brixton Tower being flushed to remove sand and grit as part of commissioning work. While flushing may be technically necessary, it is understandably distressing for residents to see large volumes of water running in the street while their homes have had no water for days. Melville ward councillor Kyle Jacobs told News24 that Johannesburg Water advised that the water needed to be drained because it was contaminated and unsuitable for distribution to residents' homes. "Johannesburg Water explained that the system became contaminated with sand and grit, prompting the decision to drain, clean thoroughly, and refill the system with fresh water so the new tower can be fully operational and supply the area," Jacobs said. This comes as residents have reported dirty, discoloured, and foul-smelling water when the supply intermittently returns, raising further concerns. Jacobs described the current water situation as untenable, making daily life unbearable for residents.

Crafting those stories has proved a little trickier. While the development-focused media has expanded, the standard for what makes a compelling blog, speech or opinion piece have not: clear writing and cogent argument backed up by solid evidence and examples. Putting the pieces together, and injecting the right personal note to make for a truly memorable piece, takes work, self-confidence and practice. For our first New Voices Fellowship meeting in Johannesburg in June, we set up a series of training sessions on how to handle media interviews, how to behave on camera, and how to build an online presence. But the most important part of the curriculum turned out to be a crash course in confidence: how to believe in the importance of what you have to say. For many of our fellows, unused to thinking of themselves as "thought leaders", the leadership component was new territory. We learned that helping the fellows define their specific areas of expertise, and to understand how that personal expertise can translate into important contributions to the global development discussion, was an essential starting point. One fellow, an expert on maternal health from Tanzania, found new confidence in the fact that alongside her medical degrees she has personal experience as an African mother. Another, who specialises in poverty alleviation in Nairobi's slums, began to harness his own stories about growing up in those slums to buttress his points about development in informal settlements. These are exactly the types of new perspectives that will inform and enrich development policy discussions. At Aspen, we will be recruiting our next class of New Voices fellows starting mid-September, and look forward to learning from and working with other organisations which are committed to expanding the dialogue about what works — and what doesn't — in global development.
