The European Parliament approved a €90 billion loan to Ukraine to fund defence, backed 458–140 with 44 abstentions, to be financed by EU borrowing and paid from the EU budget.

In December, EU leaders resorted to enhanced cooperation to issue a €90 billion loan to Ukraine. Now, Ursula von der Leyen says this legal tool should also be used in areas where there is a "lack of progress or ambition".
