Kirkland's terminology was previously "residential suites," but I admit that's also ambiguous.

Fortunately it didn't happen in Kirkland for this election! Kirkland has been a regional leader for many years in nurturing great places for people, and it looks like we'll be continuing on that path.

I'd propose to limit land value tax revenue growth to not exceed the percentage change in land value in the jurisdiction, as this would allow the revenue to remain aligned with local economic conditions, while establishing an economic incentive for cities to nurture places that are more valuable.
