Petrostate money playing an increasing role in VC funding, esp after ZIRP ended and borrowing was no longer as cheap?

I'm curious if the recent changes to property tax treatment of large-scale solar farms will factor into these decisions at all? One argument behind eliminating the property tax exclusion for large MW arrays was to incentivize counties to site them bc they will actually see increased revenue from it
