Dealing with anything having to do with legal paperwork reminds me of growing up and dealing with adults. They can just say "No, I don't like the way you followed all the written instructions and I will deny your crucial activity because you failed to follow my personal rules written in secret."

Too easy have a vocal number of those sitting at a comfortable elevation in society kept silent while the voiceless below wail and scream in suffering with pain that winds do not carry beyond the immediate. They may guess that folly or karma has afflicted the unfortunate, so easy to drag low but no.
