Hi thanks for your question! In this case does not get around Apple fees. You can build for apple platforms, but apple notarization and apple store fees are still required for publishing to apple. Let us know if you have any questions!

Yes, Mac Os is supported! IOS is not supported at the moment, you can use W4 Build for Mac Os on your projects :D Editor and Export templates for both x86 and arm are enabled. You can also export it with Universal.
