But that‘s WHAT the EU needs to do. I was wondering about the HOW: the things in their organizational structure, leadership, culture etc. needed so they can deliver these things. Bc we know what is needed but see it doesn’t happen.

I’d really love to learn more about what 🇪🇺 would need to act for itself and, slightly different question, what keeps it from acting for itself.

I.e., I think few would disagree that EU/Europe must act for itself. Yet, it obviously doesn’t happen despite all rhetoric, so what is missing?
