Construction was far longer than expected for many reasons that were out of control of leaders and planners, and there are still challenges to be faced in terms of housing costs and preventing gentrification. However, this extension makes me optimistic and excited for the folks in South Phoenix!

This is why a project like South Central is so important, it represents the first truly large investment in South Phoenix. Advocates and leaders like late Congressman Ed Pastor fought for the project because they knew how life changing the opportunity that public transit creates could be.

Leaders and voters of Phoenix in the early to mid 20th century excluded South Phoenix because it represented everything they hated: a multiracial, multiethnic, multilingual working class community. They hated that it was predominantly Black and Brown, and worked to ensure worse outcomes.

South Phoenix has a history of being sidelined, excluded, and otherwise ignored by the rest of the city and the Valley. It wasn't incorporated until far later than the rest of the city, didn't have indoor plumbing until later, and is a textbook case of environmental racism.
