This does seem to be the Orange Dictator's overall strategy :
- force an immediate unstable ceasefire, detrimental only to Ukraine
- divest the USA from any further involvement
- burden Europe with the task of enforcing said ceasefire
- and finally blame Europe when it falls apart.
