The U.S. Constitution does not allow the suspension of elections during wartime or any other time. There were elections during the Civil War, the War of 1812, the Spanish-American War, World War I & II, the Korean War, the Vietnam War, the Gulf War, and wars in Iraq and Afghanistan.
