They pay lobbying $$$ like for Pro Codes Act in 2024 with "copyright protections for privately-developed technical standards that are incorporated into a law"

This is sufficiently confusing in the US that there's a YC-backed startup from 2016 that is trying to use AI and ML to help smooth this over. (It's first product was literally just a searchable database of building codes, already a huge impediment a decade ago :-/)
